What is the standard of review applied to a visa officer's assessment of personal suitability?

Canada (Federal), Canada

The following excerpt is from Nan v. Canada (Minister of Citizenship and Immigration), 2002 FCT 429 (CanLII):

At the hearing, much of counsel's argument related to the appropriate standard of review to be applied to a visa officer's assessment of personal suitability. I conclude that, in this case, the factors relied upon by the visa officer were relevant to the personal suitability of the applicant and the assessment was made on the basis of the evidence before the officer. The weighing of relevant factors is the responsibility of the Minister or his delegate. Minister of Citizenship and Immigration v. Alexander Henri Legault, 2002 FCA 125 at paragraph 11.
