At the hearing, much of counsel's argument related to the appropriate standard of review to be applied to a visa officer's assessment of personal suitability. I conclude that, in this case, the factors relied upon by the visa officer were relevant to the personal suitability of the applicant and the assessment was made on the basis of the evidence before the officer.
