We granted the relief both parties requested, noting that a court interpreting a plea agreement must look to " 'what the parties reasonably understood to be the terms of the agreement.' " Id. (quoting United States v. Miller, 993 F.2d 16, 20 (2d Cir.1993)). We cautioned that the terms of the defendant's plea agreement were "confusing" and "unclear," and concluded that the government should find language "that will convey to each of the parties, and the court, a clear understanding of the rights and obligations created" under the plea agreement.
