This is such a situation. As detailed above, defendants have provided reams of documents to plaintiff over the past several years in response to his multiple demands. Although plaintiff alleged in his petition that defendants had "failed to produce the bulk of the records" he requested, defendants provided evidence to the contrary, which the court plainly believed in limiting plaintiff's access.
