With respect to “general background information”, Delios v. Canada (Attorney General), 2015 FCA 117, cited by the chambers judge, provides considerable guidance. In that case, Stratas J.A. endorsed the practice of admitting “general background” affidavits. He was, however, careful to limit the scope of such affidavits:
