Other cases have found that a motor vehicle accident was employment-connected where the accident occurred on a driveway or roadway extending between the employer’s premises and the public roadway, although the driveway was not part of the employer’s premises. WCAT-2016-00046, Sever v. Saroya, concerned a motor vehicle accident between two vehicles being driven by co-workers, on a roadway extending between the employer’s parking lot and the public roadway. The accident occurred near, but not on, the employer’s premises. The roadway only led to the employer’s premises. WCAT-2016-00046 found that the accident occurred on a captive road, based on the normal usage of the road and its relationship to the operation of the employer’s business.
