The following excerpt is from 0731989 B.C. Ltd. v. District of Hope, 2014 BCSC 267 (CanLII):

An award of double costs is a punitive measure against a litigant for that party’s failure to have accepted an offer to settle that should have been accepted: Hartshorne v. Hartshorne, 2011 BCCA 29 at para. 25. A party cannot be punished in costs for refusing to accept an offer that is greater than the award made against it at trial.
