Dominion relies on Dominion v. State Farm. As I have already noted, in this case, the court found that a driver listed in the certificate of insurance and who was an excluded driver was not “an insured driver” because he was not a driver of the insured automobile and not entitled to coverage. In that case, the arbitrator had reached the opposite conclusion but was reversed by Wright J. who concluded the arbitrator’s decision was not correct.
