9 Plaintiffs also brought various constitutional claims, but the district courts did not base their preliminary injunctions on these claims. Plaintiffs do not raise these claims as alternative grounds for affirming the district courts grants of injunctive relief, so any such argument was waived. See United States v. Gamboa-Cardenas , 508 F.3d 491, 502 (2007).
