9 The court also denied appellants' request for injunctive relief contained in the same motion. Appellants do not appeal that ruling. Their request for declaratory relief is not affected by that action since "different considerations enter into a federal court's decision as to declaratory relief, on the one hand, and injunctive relief, on the other."
