The purpose of this section is to confer to the deputy head and its delegates, the discretion to choose among the available methods for assessing candidates, and to proceed with an appointment based on merit under subsection 30(2) of the PSEA. At different steps in the selection process, the deputy head and its delegates will choose and use various assessment methods, including contacting referees. This discretion to choose an assessment method is not absolute and is subject to recourse as the Tribunal established in Jolin v. Deputy Head of Service Canada et al., [2007] PSST 0011.
