Delaware v. Prouse held that a completely random stop of this nature did violate the Fourth Amendment rights, but also indicated the decision did not prevent a state from employing other forms of checks which did not involve an unconstrained exercise of discretion. Rehnquist J. was in dissent and would have allowed even this random form of check as being reasonable.
