What is the effect of requiring witnesses to give receipts for their fees but only at the time of taxation?

Saskatchewan, Canada

The following excerpt is from Flint School District v. Pleasantdale (Rural Municipality), 1926 CanLII 192 (SK QB):

Cross v. Durrell, 29 L.J. Ex. 473, 6 Jur. (N.S.) 638, is to the same effect. Here the witnesses gave receipts for their fees, nevertheless only the amounts actually paid at the time of taxation were allowed. On the argument counsel made the statement that cheques given would be payment to which one of the Judges replied “if honoured.”
