The Province conceded in its submissions that it is not an invariable rule that a civil action cannot challenge an administrative decision. See, for example, TeleZone v. Canada, 2008 ONCA 892, 94 O.R. (3d) 19, leave to appeal to the S.C.C. granted, appeal heard 20 and 21 January 2010.
