What is the test for reviewable decisions of administrative tribunals?

Canada (Federal), Canada

The following excerpt is from Rodriguez Reyna v. Canada (Citizenship and Immigration), 2008 FC 1044 (CanLII):

Courts must show deference to the decisions of specialized administrative tribunals, which have a certain expertise in matters within their jurisdiction (see Dunsmuir v. New Brunswick, 2008 SCC 9 (Dunsmuir).
