When will the court refuse to issue a protective order for abuse of power?

We review the court's refusal to issue a protective order for abuse of discretion, which only occurs when the court's decision " 'exceed[s] the bounds of reason.' " (People v. Sarpas (2014) 225 Cal.App.4th 1539, 1552.) " '[W]here there is a [legal] basis for the trial court's ruling and it is supported by the evidence, a reviewing court will not substitute its opinion for that of the trial court.' " (Ibid.)
