When the warrant is based upon information from an "informant," the court determines "whether there is 'probable cause' to believe that contraband or evidence is located in a particular place." Illinois v. Gates, 462 U.S. 213, 230 (1983). The informant's veracity, reliability and basis of knowledge, "are all highly relevant in determining the value" of the informant's report. Id.
