Plaintiffs also argue Ventura violated its obligations as a trustee. When a city acquires the water system of another community, as to the water dedicated to the use of the outside community, the acquiring city holds "title as a mere trustee, bound to apply it to the use of those beneficially interested." (South Pasadena v. Pasadena Land, etc. (1908) 152 Cal. 579, 594, 93 P. 490.) After the acquisition, the city is "under the same obligation as its grantor to continue the service and supply the water to allpersons [42 Cal.3d 1189] who may become entitled to it in the future...." (Id. at p. 593, emphasis added, 93 P. 490.) 14
