To assess a statute, we start with the text and, unless otherwise defined, give the words their ordinary meaning. Sebelius v. Cloer , 569 U.S. 369, 376, 133 S.Ct. 1886, 185 L.Ed.2d 1003 (2013). Reading the statute here, we start and end our analysis by determining that the statute is clear. See Conn. Nat. Bank v. Germain , 503 U.S. 249, 25354, 112 S.Ct. 1146, 117 L.Ed.2d 391 (1992).
