The statute of limitations applicable to 1983 claims in New York is three years. Patterson v. County of Oneida, 375 F.3d 206, 225 (2d Cir. 2004). "While state law supplies the statute of limitations for claims under 1983, federal law determines when a federal claim accrues." Connolly v. McCall, 254 F.3d 36, 41 (2d Cir. 2001) (internal quotation omitted).
