"[T]he proper standard of review requires us to decide whether substantial evidence supports the judgment of the trial court . . . ." (County of Riverside v. City of Murrieta (1998) 65 Cal.App.4th 616, 620.) Since the trial court affirmed the findings of the Town on the basis of substantial evidence in the administrative record (see In re Redevelopment Plan for Bunker Hill (1964) 61 Cal.2d 21, 39-41, 45-50), our task is virtually identical to the trial court's.
