As a preliminary matter, just because an attorney charges clients a certain amount does not conclusively make that amount the prevailing market ratei.e., an attorney's usual hourly rate is relevant, but not determinative, evidence of the prevailing market rate. See Carson v. Billings Police Dep't, 470 F.3d 889, 892 (9th Cir. 2006).
