Plaintiffs' action comes under the purview of the Government Claims Act, which "establishes certain conditions precedent to the filing of a lawsuit against a public entity." (State of California v. Superior Court (2004) 32 Cal.4th 1234, 1237.) In relevant part, a plaintiff may not file a civil complaint without first submitting a timely claim to the public entity. ( 910, 911.2, 945.4.)
