8. In 1994, Section 667.61 was added to the Penal Code, and Sections 667.71 and 1203.066 were amended, to ensure that serious sexual offenders would receive long prison sentences, whether or not they had any prior criminal conviction. People v. Wutzke 28 Cal.4th 923, 926, 929 (Cal. App. 2002). These statutes are collectively referred to as the One Strike Law.
