What is the difference between a federal court's construction of a plea agreement and a federal plea agreement?

⁸ As noted above, the case law on the standard of review that we apply to a district court's construction of a plea agreement is conflicted. Compare United States v. Clark, 218 F.3d 1092, 1095 (9th Cir. 2000)with United States v. Salemo, 81 F.3d 1453, 1460 (9th Cir. 1996). We need not resolve that conflict, however, because we reach the same conclusion as the district court even under the "less deferential de novo standard of review." United States v. Transfiguracion, 442 F.3d 1222, 1227 (9th Cir. 2006).
