10 We construe Title VII as it stood prior to the 1991 amendments, Pub.L. 102-166, 105 Stat. 1071 (1991). We express no view on the effect of the amendments on the essential nature of Title VII relief. In any event, any change in that status would probably not be retroactive. See Landgraf v.
