A defendant is entitled to qualified immunity under federal law if "(1) [the defendants] conduct does not violate clearly established statutory or constitutional rights of which a reasonable person would have known, or (2) it was objectively reasonable for [the defendant] to believe that his actions were lawful at the time of the challenged act."
