It is well established that a brief stop of a vehicle to pose a question to an occupant constitutes a "seizure" for purposes of the Fourth Amendment. (See, e.g., Delaware v. Prouse (1979) 440 U.S. 648, 653 [99 S.Ct. 1391, 59 L.Ed.2d 660] ["stopping an automobile and detaining its occupants constitute a 'seizure' . . . even though the purpose of the stop is limited and the resulting detention quite brief'].)
