We review for abuse of discretion a district court's decision to award or deny attorney's fees under the Act. See Love v. Reilly, 924 F.2d 1492, 1493 (9th Cir.1991). We review de novo the district court's interpretation of the Act. Id. We review for clear error the district court's factual finding that a party is not a "prevailing party" under the Act. Or. Envtl.
