Is A-30 a land use bylaw or a building by-law?

The following excerpt is from Innisfil (Township) v. Shakell, 1982 CanLII 3336 (ON CA):

This court had occasion to deal with this by-law in the case of Township of Innisfil v. Pennell et al. (unreported reasons, released June 2, 1980 [summarized 3 A.C.W.S. (2d) 342]). At p. 3 of those reasons Blair J.A. said: "Essentially, By-law A-30, as amended, is a building by-law prescribing standards for construction and location on lots of different types of buildings." I agree with that statement with the addition that it may also be considered a land use by-law. It is not, however, a zoning by-law as it did not purport in any way to divide the Township into zones restricting the uses of the lands within such zones.
