Is a town entitled to claim damages from the property of the townspeople if the town equipment causes damage to the property?

Newfoundland and Labrador, Canada

The following excerpt is from Antle v Victoria, 2021 CanLII 128929 (NL PC):

With respect, while the town has to clear the roads of snow as soon as possible, that obligation does not provide the town with a licence to ignore the property rights of the townspeople. If the town equipment causes damages to the townspeople, then they are entitled to be made whole after the damage has been done. See Joyce v. Corner Brook (City), [1993] N.J. No. 379 (P.C.).
