13 The first of these factors requires the reviewing court to consider the type of decision being made, administrative and specific, or legislative and general, together with whether the decision is final or subject to appeal: Knight v. Indian Head School Division No. 19, 1990 CanLII 138 (SCC), [1990] 1 S.C.R. 653, 69 D.L.R. (4th) 489. Here, the decision has features that are both administrative and legislative.
