Does an employee have a right to be heard by an appeal panel after termination?

Nova Scotia, Canada

The following excerpt is from Korecki v. Nova Scotia (Justice), 2013 NSSC 312 (CanLII):

At least so long as the appeal provisions were in place, there could be no implication of a right to be heard before termination similar to the implication in Mahoney v. Newcastle Board of School Trustees. The employee had a right to be heard by the appeal panel after termination.
