A clear distinction is made with respect to the duties of a public officer as opposed to one who is engaged in the affairs of a municipality as illustrated in McCleave v. City of Moncton, supra. There was an ongoing relationship between the applicant and the municipality in this case and there may well be a contractual relationship on such matters as employment terms as referred to in Brown v. Waterloo Regional Board of Com'rs of Police, supra. The existence or not of such relationship and its implications are not before me in this matter.
