Wawanesa argues, citing Felix v. ICBC, 2015 BCCA 394 at para. 32, that the overarching legislative scheme of the Regulation is to provide a program of universal and compulsory insurance and access to those who suffer losses from motor vehicle accidents in a wide range of circumstances. It says the notice provisions of s. 73(2) must be interpreted in the context of that scheme.
