As both counsel argue, the arrest of the applicant and the seizure and search of the paper bag, based in part on information from a confidential informant requires a consideration of three criteria: whether or not 1) the information was compelling, 2) the source was credible and 3) the information was corroborated by the police in advance. See Debot v. The Queen, (1998), 1989 CanLII 13 (SCC), 52 C.C.C. (3d) 193 (S.C.C.).
