What is the test for the interpretation of a contract where a letter of November 26, 2015 contains paragraphs 3 and 6 of the Statement of Claimant's intention to avoid communications such as that of the letter of the same date?

Ontario, Canada

The following excerpt is from Ja’fari Islamic Housing v. Soroush, 2016 HRTO 1337 (CanLII):

The primary goal of contract interpretation is to give effect to the intentions of the parties at the time the contract was entered into. See Dunn v. Chubb Insurance Company of Canada, 2009 ONCA 538, at para. 32. There appears to be little doubt that the intention of the parties in including paragraphs 3 and 6 in the settlement was to avoid communications such as the letter of November 26, 2015.
