In what circumstances will the court order limited relief in the context of E.coli contamination?

In a similar case as this called Burns v. Anthony Serpa Acting Alternate Chief Building Official and the Township of Perth South, Kennedy J. found that "the nature of the risk presented by the operation including e-coli bacteria, soil and water contamination is, of course, of considerable public importance. The nature of the hazard is retrospective, i.e. it can only be determined after the damage occurred." He went on to say "it would be prudent and appropriate on the facts of this case for the court to direct limited relief in the interests of the applicant and public safety."
