What is the test for a material change in circumstances under an interim order?

Prince Edward Island, Canada

The following excerpt is from P.R. v. S.R., 2022 PESC 7 (CanLII):

A material change in circumstances must be significant and not contemplated at the time the order was put in place. When there is a change in the needs or circumstances of the children which materially affects them and was not foreseen at the time of the making of the order then, indeed, there is a material change in circumstances (Young v. Young, 1993 CanLII 34 (SCC), [1993] 4 SCR 3).
