The court, therefore, must first look at the object and scheme of the Act. Then, reading the legislation as a whole, the court must attempt to give effect to all the words of the section to be interpreted without creating any inconsistency with other sections or parts of the legislation: Pruden v. Zurich Ins. Co., supra, at pp. 171-72:
