31 In Winters v. Legal Services Society, 1999 CanLII 656 (SCC), [1999] 3 S.C.R. 160, the court was dealing with a prison disciplinary hearing and the question was whether the hearing, which was not a court matter, was a “civil proceeding.” Cory J. held that it was. While he dissented in the result, on this issue, the rest of the court agreed with him (see para. 1).
