In D.S. v. E.P.S., 2011 BCSC 1102, the court concluded the while the threshold for ordering such reports is relatively low, the exercise of judicial discretion is necessarily informed by the best interests of the child, as well as the purpose the report would serve to the court. In Symington v. Simor, [2000] B.C.J. No. 2688 at para. 12 (S.C.), the court emphasized that a report should only be ordered when necessary and in the best interests of the child.
