The appellant submits that similar cases must result in similar sanctions, and that the application judge failed to impose a penalty that is consistent with jurisprudence. This, she says, is an error in principle. The jurisprudence she speaks of is a single decision – the decision in City of Elliott Lake v. Pearce.
