In what circumstances will the father of a child not pay child support for the first time?

British Columbia, Canada

The following excerpt is from S.H. v. A.P., 2006 BCPC 293 (CanLII):

While there are similarities in this case to that in Stevenson v. Perry, the father has not paid child support nor had a child support order for another child for any appreciable period. The time he spent with the children is still far greater than the time he has spent away from them, and it still represents a major part of their lives.
