24. Although the strata must notify the owner or tenant of the complaint in writing, there is no requirement in the SPA for complaints to be made in writing. I find that the strata is not required to provide copies of written complaints before imposing bylaw contravention fines. As well, the strata should not, in most cases, disclose the person information of a complainant (The Owners, Strata Plan XX 1234 v. D.N. et al, 2019 BCCRT 284). The strata is only required to provide written details sufficient to call to the recipient’s attention the contravention at issue (Terry v. The Owners, Strata Plan NW 309, 2016 BCCA 449).
