The Respondent states that an applicant must fear persecution on the basis of one of the grounds set out in the definition of Convention refugee, “for reasons of race, religion, nationality, membership in a particular social group or political opinion”: Rizkallah v. Canada (Minister of Employment and Immigration), [1992] F.C.J. No. 412 (F.C.A.). The persecution must be directed towards the individual personally or as a member of a targeted group: section 96 of the Act.
