After considering the evidence and submissions of the parties, I am satisfied, on a balance of probabilities, that the officer’s decision is valid in law. I further determine, taking into account the best interest of a child directly affected, that sufficient humanitarian and compassionate considerations do not exist, in all the circumstances of the case, to justify granting special relief.
