City of Sacramento, 534 F.3d 1106, 1112 (9th Cir. 2008)). "[T]rial courts must carefully review attorney documentation of hours expended; 'padding' in the form of inefficient or duplicative efforts is not subject to compensation." Ketchum, 17 P.3d at 741.
