Is there probable cause for arrest of a citizen as an informant?

California, United States of America

The following excerpt is from People v. Zimnicki, 105 Cal.Rptr. 614, 29 Cal.App.3d 577 (Cal. App. 1972):

The courts have long distinguished the citizen-informer from other informants. The court in People v. Guidry (1968) 262 Cal.App.2d 495, 497--498, 68 Cal.Rptr. 794, 796, expressed this distinction as follows: 'There is probable cause for an officer to arrest if the information that was acted upon would cause a reasonably prudent man to believe and conscientiously entertain an honest and strong suspicion that the accused is guilty.
