What is the test for ordering a section 15 report from an expert?

British Columbia, Canada

The following excerpt is from Federation v. Babini, 2009 BCSC 388 (CanLII):

Mr. Justice Hood in Gupta v. Gupta, 2001 BCSC 649 had to determine on appeal of a master's decision not to order a section 15 report, whether or not there were clinical issues which required investigation or consideration by an expert. I believe he used the words "clinical issues" in the widest sense possible.
