Lastly, plaintiff requests recovery of attorney's fees under Code of Civil Procedure section 1021.5 based upon his claim that the issues presented by [219 Cal.App.3d 1122] this appeal constitute a matter of statewide importance. (See Baggett v. Gates (1982) 32 Cal.3d 128, 143, 185 Cal.Rptr. 232, 649 P.2d 874 [successfully litigating whether the act applied to chartered cities entitled police officers to recover their attorneys' fees].) We disagree. As reflected by the foregoing discussion none of the issues plaintiff raises entitle him to a reversal of the preliminary injunction order. Accordingly, we reject this contention as without merit.
